Core Policy Document

The PEER Blueprint

The Blueprint for Punjab's Economic and Educational Renaissance. A critique of what exists, and a four-phase execution pipeline that replaces it.

Section A

The Critique

Schools of Eminence

Current Policy

The Flaw

Modernises the building and the branding, but keeps theoretical rote learning at the centre. A better-painted classroom still does not teach execution.

PEER Correction

Every classroom becomes a working lab: students ship code, filings, media and hardware as assessed coursework.

NEP 2020

Current Policy

The Flaw

Talks about skills in the abstract and lacks rigorous financial integration. No student is required to model a tax liability or a cash flow.

PEER Correction

Financial literacy is a spine subject from Grade 1 — cash flows, GST logic, and automated bookkeeping written in code.

Isolated Subject Silos

Current Policy

The Flaw

Maths, computing and commerce never meet, so no student sees a full system end to end.

PEER Correction

Interdisciplinary capstones: finance + code + hardware + media delivered as one graded project.

Section B

The Execution Pipeline

01

Grades 1–6

Foundational Digital & Financial Literacy

The Hardware — Shared-PC Architecture

Every class features permanent computers for each student. One machine serves multiple students across different classes daily, extending hardware lifespan to at least 5 years and drastically cutting cost per student.

The Financials

100% free. No fees charged to students or families. Ever.

The Syllabus

Early financial literacy, applied mathematics tracking basic cash flows, systems science, and communication protocols.

02

Grades 7–10

Deep Tech & Taxation Pivot

Finance & Code

Students write Python scripts that automate tax liability calculations and model GST implications on real invoice data.

Media Design

Professional video editing workflows, colour grading, and digital layout design mirroring modern web agencies.

The Capstone

Smart agriculture and home automation: automated systems engineered with 3D printed mounts, Arduino boards, ESP32 microcontrollers and Raspberry Pi servers deploying Docker containers.

03

9th & 10th Grade

Agency-Style Corporate Integration

The Model

To bridge the immaturity gap, students do not leave school to work. Real corporate work is integrated directly into the 9th and 10th grade curriculum under school supervision.

The Execution

Verified portfolios built from real-world digital micro-projects: automated bookkeeping, basic GST return filing, local civic data digitisation and IoT deployment for actual companies.

The Output

A school leaver exits with billable proof of work, not a mark sheet alone.

04

State Policy

Manufacturing the Local Economy

State VC Department

Reallocating subsidy budgets into an aggressive venture capital fund targeting AgTech, FinTech, media design and hardware manufacturing.

The Golden Mandate

Any entity accepting state VC or tax incentives must build their primary HQ in Punjab AND exclusively prioritise hiring locally trained youth from this public tech-pipeline.

The Blueprint is written. Execution is the missing step.
